昭和16年11月。日本陸軍のスパイ、椎名次郎は香港で極秘任務を終えて帰国するが、そのころワシントンD．C．では日米交渉が決裂寸前だった。次郎が入手した情報によれば、日米交渉が決裂し次第、日本軍が真珠湾を奇襲すると決めた御前会議の内容が、敵連合国のスパイたち、“P機関”に漏洩していたという衝撃的な事実が明らかに。陸軍中野学校の関係者はP機関の実態をつかむべく、御前会議の出席者たちをマークする。
