阿发(许瑞奇 饰)是已故招娣（陈丽贞 饰）的儿子，学业成绩不好，英语更烂；阿兴（李博翔 饰）是德士司机阿坤（李国煌 饰）的私生子，很会念书。两个年轻人是同学，在校外的争端中，阿兴逼阿发背黑锅，学校要开除阿发。英语不行的阿坤总觉得被政府机构欺负，对政策诸多不满。他与旧邻居（Suhaimi Yusof，苏海米 饰）与“地牛”稽查员（Silvarajoo Prakasam，普拉卡森 饰）一起成立反对党C.M.I（意即华人、马来人与印度人），准备参加大选。
