Le film retrace quelques instants vécus à Vichy, éphémère capitale de l’« État français » de 1940 à 1944, et raconte à hauteur d’homme par la voix de quelques uns de ses habitants, des engrenages de vies placées à l’époque entre collaboration et résistance. Un film qui révèle la force insoupçonnée du mythe Pétain.
