A Alger, Mehdi Ben Barka, leader de l'opposition au roi du Maroc Hassan II, échappe à un attentat. Un militant proche de lui est tué à sa place. Au Maroc, le général Oufkir, ministre de l'Intérieur, réprimande son chef de la Sureté pour avoir raté l'assassinat. En 1965, Ben Barka retrouve Philippe Bernier, un ami journaliste venu l'interviewer. Il lui annonce sa volonté de créer une organisation qui rassemblera tous les peuples d'Afrique, d'Asie et d'Amérique latine qui luttent pour leur indépendance. Il en sera le dirigeant.
