איש החשמל הוא סיפור על איש גדול מהחיים. אדם שהתמודד עם איתני הטבע, יריביו ואהוביו אך בראש וראשונה עם עצמו. הסרט מביא את סיפורו של פנחס רוטנברג האיש שהקים את את מפעל החשמל בנהריים בשנות העשרים. רוטנברג היה איש יוצא דופן בגלריית הדמויות המאכלסות את הפרק ההיסטורי של טרום המדינה. מצד אחד איש יצרי, אובססיבי, שעברו האפל יצר מיתוסים רבים והטיל צל על פעולותיו, מצד שני איש חזון שהתרועע ועמד מול גדולי עולם.
