Roma, año 244. Filipo el Árabe ha asesinado al emperador Gordiano y se ha hecho con el poder. Hércules ha conseguido salvar a Ulpia, la hija de Gordiano, y con la ayuda de Quinto Trajano, gobernador de Panonia, tratará de deponer al usurpador y sentar en el trono a su legítima heredera.
In Ravenna konspiriert Afrus, Präfekt der Prätorianergarde, gegen den römischen Kaiser Gordian. Außerdem möchte er dessen Tochter Ulpia zur Frau seines Sohnes machen. Als er hört, dass Trajan gegen die politisch mächtigste Partei in Rom erfolgreich war und nun auf dem Wege ist nach Ravenna zu ziehen, lässt er Gordian durch Mansurius und dessen Häscher umbringen. Zur selben Zeit versucht er, Ulpia in seine Gewalt zu bringen. Doch das Mädchen wird gemeinsam mit seiner Amme Arminia von Herkules gerettet, der aus Pannonien herbeigeeilt ist. Nel 244 il prefetto Filippo Afro fa trucidare l'Imperatore Giordano con tutti i suoi fedeli, quindi si insedia sul trono di Roma. La figlia di Giordano, Ulpia, viene però tratta in salvo da Ercole giunto appena in tempo dalla Pannonia. Quindi, con il console Quinto Traiano, muove contro Afro.

A childhood friend enlists Hercules to protect the Roman Emperor Gordiano, who is in danger from his own mutinous Praetorian Guards. By the time the hero reaches Italy and the temporary Roman capital of Ravenna, the guards have already murdered the mild and scholarly Emperor, replacing him with their chief officer Filippo Afro. Gordiano's daughter Ulpia faces the prospect of marrying Filippo's worthless son Rezio, linking the usurper to the imperial family. Hercules undertakes to set the situation right, rescuing Ulpia and helping the great Roman general Lucio Trajano Decio seize the throne.
