抗战胜利了，陆家大小姐文兰（路珊饰）的未婚夫司徒炎（金焰饰）将要从重庆复员回到上海。在一家人的想象中，司徒炎一定是个“接收大员”，他们兴高采烈地准备迎接这位“大员”的到来。可是陆家二小姐文惠（白杨饰）的态度相反，在她看来，每一个“重庆人”都是贪官污吏，因此表示不愿理睬。司徒炎到来后，大家发现他虽然是个“重庆人”，却并不是什么“大员”，只不过是个穷新闻记者。于是，文兰大失所望，退掉了订婚戒指，重新和当过汉奸的朋友小许要好起来。而文惠却同司徒炎谈得很投机，并对他有了好感。一次，司徒炎在报上揭发了一件贪污案，作案的大员企图收买司徒炎，遭到司徒炎的拒绝。不久，报馆被暴徒捣毁，司徒炎和他的朋友也被打伤。但群众的慰问信却像雪片似的飞来，对司徒炎表示支持。影片结尾，司徒炎和文惠终于喜结良缘。
