Der Film zeigt zunächst die Leere und Perspektivlosigkeit der ersten Tage und Wochen, doch schon bald ist das öffentliche Leben wieder halbwegs organisiert. Die Jahre 1946/47 stehen ganz im Zeichen des Wiederaufbaus. 1948 bricht der Konflikt offen aus, die Teilung wird gefestigt. Trotzdem ist Berlin noch eine Stadt, können die Menschen zusammenkommen, ganz gleicht ob in Ost oder West.
